Brandt Smith (R-Jonesboro) that would have created an avenue for health care workers, institutions and insurers to opt out of administering or paying for health care services on the basis of \u201creligious, moral or ethical principles.\u201d Smith did not rule out reviving the bill for a second vote at a later date.<\/p>\n<p dir=\"ltr\">Smith said House Bill 1628 was necessary to \u201cclarify what we mean by the right of a health care worker to express their concerns about certain procedures they may be asked to perform. \u2026 We\u2019re trying to protect everyone. And I really want to underscore the word everyone here.\u201d He emphasized that the legislation prohibits providers or insurers from withholding \u201clife-sustaining treatment\u201d from any individual. \u201cIn emergency situations, there is no reasonable accommodation \u2026 [They] can\u2019t walk away from an emergency situation.\u201d<\/p>\n<p dir=\"ltr\">When asked later about the definition of \u201clife-sustaining,\u201d Smith mentioned transgender reassignment surgery and abortion. \u201cWhen we talk about some of these social issues, and issues that are real divisive in our culture, there ought to be some reasonable accommodation for that person that\u2019s working on the field. And that\u2019s what this is trying to do.\u201d<\/p>\n<p dir=\"ltr\">Rep. Stephen Magie (D-Conway), who is a doctor, told the committee that the bill \u201cgoes against the grain of what being a physician is all about. We take care of patients irregardless of where they\u2019re from, what their background is, what they believe in, what they don\u2019t believe in. They\u2019re human beings. And we deliver a service to them at a time of need in their life.\u201d<\/p>\n<p dir=\"ltr\">Luke McCoy of the Family Council, an organization that advocates for socially conservative causes, said the bill would protect doctors\u2019 First Amendment rights and shield them from lawsuits. HB 1628 states that \u201ca provider shall not be civilly, criminally, or administratively liable for declining to participate in a healthcare service that violates his or her conscience.\u201d McCoy said, \u201cThis bill isn\u2019t just for today; it\u2019s also for the future. The medical industry is rapidly changing.\u201d<\/p>\n<figure id=\"attachment_1511\" aria-describedby=\"caption-attachment-1511\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1511\" src=\"http:\/\/arknews.org\/wp-content\/uploads\/2017\/03\/Greg-Bledsoe001-600x519.jpg\" alt=\"\" width=\"600\" height=\"519\" srcset=\"https:\/\/arknews.org\/wp-content\/uploads\/2017\/03\/Greg-Bledsoe001-600x519.jpg 600w, https:\/\/arknews.org\/wp-content\/uploads\/2017\/03\/Greg-Bledsoe001-768x664.jpg 768w, https:\/\/arknews.org\/wp-content\/uploads\/2017\/03\/Greg-Bledsoe001-1170x1011.jpg 1170w, https:\/\/arknews.org\/wp-content\/uploads\/2017\/03\/Greg-Bledsoe001.jpg 1200w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-1511\" class=\"wp-caption-text\">Arkansas Surgeon General Gregory Bledsoe<\/figcaption><\/figure>\n<p dir=\"ltr\">But Arkansas Surgeon General Gregory Bledsoe argued that a \u201cfreedom of conscience\u201d exemption was not necessary. \u201cI haven\u2019t had any members of the health care community come up and say that they felt like their beliefs were trampled upon. ... I think it\u2019s well-intentioned but misguided,\u201d he said. Bledsoe added later that \u201cwe have to be very cognizant of the sort of message that a bill like this sends. So if you\u2019re a member of any sort of minority group \u2026 these sorts of bills send a message that threatens you. And it can be perceived that way, even if it\u2019s not intended to be that way. \u2026 It sends a message to some members of those communities that our state is insensitive to them and is proactively trying to preempt something against them, especially when there\u2019s not an acute need right now.\u201d<\/p>\n<p dir=\"ltr\">Smith told the committee that the legislation prohibits a provider from denying health care services to a patient \u201cbased on the identity or status of the patient.\u201d<\/p>\n<p>The vote on HB 1628 was 8-11, with some Republicans joining Democrats in opposing the bill.<\/p>\n<div class=\"yj6qo ajU\"><\/div>\n","protected":false},"excerpt":{"rendered":"<p>The House Public Health Committee on Thursday rejected a bill from Rep.
